President Duterte in his speech last night, November 19, 2019, did some catcalling. The catcalling was only to play it around his lips when mentioning about his companions in the table when he eats his meals, referring to them not eating rice anymore because they're on a diet. They eat like a bird, he said. This was brought up because one reporter asked a question about the status of the rice tariffication law, particularly if the President will suspend the importation of rice from other countries.
The catcalling was some sort of a whistle unto himself while telling a story about his wife. He said he really is like that when he calls someone, even to his wife. He also mentioned the feminist groups probably would react about what he was doing at that moment, whistling, playing around his lips. He even said that why his lips is no good anymore for whistling. He suspect that there might be a hole around his lips. He said:
"Di na daw sila kumakain dahil nag didiet, sabi ko, maganda. Wala akong rice crisis nitong yawa na ito. Sige, wag kayong kumain. Yan kaharap ko, everytime I ...walang kimakain totoo ha. Yang kasama ko sa table? Tingnan mo puro payat (whistles)."
Duterte then started to whistle at this point while telling a story about his companions on the table when he eats. Then he did it again. He seemed to be just cracking some foolishness to probably break the ice because the topic and the question-and-answer had become serious.
The public, especially the media who was around on that night, had already seen the President doing jokes, sometimes doing it on intervals to cut some seriousness on what they were talking about. People already knew the personality of the President. He is like that. He don't follow some etiquette or proper ways to deliver a speech. He just do it in his own way. This is exactly the kind of character, genuine, authentic, people had always loved.
